App document scanner solution

Hi !
Who of you guys can make me an app that can scan several pages in a row before saving? It should run on smartphones and maybe also on tablets.
The challenge is that the software recognises personal data like name, address, date of birth and personal registration numbers. The user should be able to replace these data by a single number of identification. The number he gets from the internet by accessing a homepage called lets say "gofoanony".
The idea behind this is that personal data can be anonymisized and stored in the cloud without security problems. They are accessible only by the owner of the ID-Number and rights can be given to any person to access the data or only some of the documents for a limited time.
The documents should be stored in a format that allows that they are browsed for any word. Probably pdf-format would be ideal. Pictures should be stored also. All documents under only one ID-number.
